Okay.  Sounds like an easy enough fix.  Not sure why I didn't think of
trying that before.  There's probably a downside I'm not seeing (like the
next CS:S update will fail because it cannot overwrite the files it needs
to)  Anyway, for now I've set a couple of my .bsps on the server to
read-only.  So far, players are still able to connect and play on those
particular maps.  I will monitor things closely and see post my findings.
