This is not unusual kama, Server FPS usually end up being displayed in 1x,
1/2, 1/3, etc. on all servers (Win32 & Linux, HL1 and HL2).

I see this graphically all the time in the Win32 Server GUI display (not
available in Linux):

I did some HLDM testing a while ago and captured this which shows the
increments pretty clearly:
