Same problem here except we also get "Server Verification Error" on numerous clients when using the 64bit binaries. That error means the server cannot locate the Steam Authentication servers. It seems as if VALVe may be rate limiting the old auth servers to conserve bandwidth.

No auth servers parsed Disabling Valve Authentication. -- I have to restart the server 2 to 5 times to get the security module downloaded and my server secured again.
