I noticed that prior to the update but it wasn't really a "flexing"
tickrate so much as the server simply would not get to 100/101.  It's
maximum was 99 and more in the 95/99 area. The server itself, according to
those playing on the server, was very fluid and without the # on a
net_graph they really did not notice.
