Valve games have always been, in a large part, about the mods.  If you
want to make your own mod, you can, if you want to use mods like AMX Mod
X to change game play, or completely change the game, that is also
something you can do, and have fun doing it without being attacked, or
banned for being a cheater.

Valve's "mod friendly" attitude is a big part of what has made the
Half-Life series, and the hundreds of mods that people have made for it,
one of the best selling game franchises in the history of gaming.

If people want to experiment with servers that are larger than the
default cap, or mod the game in any way, I think it is in Valve's best
interests to allow them to do that, and support them if and how they
can.  If it sucks, not very many people will do it, if it creates more
fun and mayhem, it will only add to the game's popularity, and that will
only be a good thing for Valve.
