Update 2 - runs good on my local system, with one problem:

Unable to load plugin "NephNFE"

The NephNFE plugin in this case is a local plugin that i forgot I had
loaded on my test server - it doesn't do much, but uses the global
'cvar' variable pulled in by ConnectTier1Libraries()

It works fine on the non-test build, so something isn't linked right :(
