The rcon protocol has nothing to do with this issues. Only the query protocol was changed, but valve has made some mistakes. Changes, which made by rcon commands are not updated by the hl process or my suspicion is, that they have caching included. The move from the old goldsrc protocol to the new one from hl2 is not completly correct, but i hope valve fix it the next time. coming soon, coming never, we will see.
