If you have seen how bots behave on CS Source, they dont always do what you expected them to do. Lets say you play alone against 20 bots with knives only coming at you, they usually take the same route depending where player goes and try to surround him. Ok, CPU is running fine at 60% only and tickrate is stable. Now, add 3 more humans taking different route. Bots go bonkers and need to think more. CPU usage rises. Tickrate goes unstable when CPU reaches near to its peak on round start.
If we think about same scenario on L4D and remember that these zombie bots keep coming and coming, and compare this to 24 slot TF2 - we have higher CPU load on server running L4D. I doubt that you can make advanced, smart AI without using a lot of CPU in multiplayer so i wouldnt think that comparison for 8vs8 is enough. My personal guess is more like 24 slots TF2 uses the same mount of CPU than L4D with 4 players which play good (more zombies and action). This also makes me wonder, will people run L4D server to entertain 4-8 people (4 human+4 zombies) if you could entertain even more people with lets say TF2 or any other multiplayer game. People who like to rent a server, the cost is pretty high since usually companies that rent servers have more than 1 servers running on same core.
