That's the thing though. I don't set it in server.cfg cause not  
everyone wants it on. I'd rather it defaut off and enable through  
vote. If you don't set the cvar in a cfg, the engine reports it as 1.   
But issuing a cvar change to 1 causes it to still report one, but now  
allow cross team communication.
