I should add that no members of the specified Steam group have been on 
these servers, so it is not the case that a group member connected and 
then non-members were able to join the game after that.  I simply took 
the server down, got the update, restarted the server, and random people 
started joining.

Also, these two servers are forks.  We run 8 forks total, 6 public and 2 
Steam group exclusive.
