I tried all that stuff at first but it didn't help. I also expected version was set from inside some .so or something, but to my surprise editing steam.inf was the "fix"for this issue.

I don't think you can just change the version info like that. They propably are set in dll or so files anyways but you could try to delete InstallRecord.blob next to steam folder and try again.
