KAC does not prevent against this (Even though Kigen was the first person I
had mailed about it, than Devicenull on IRC who had assured me it was
impossible to prevent with SourceMod :| ).

There is no real proper way at the moment to prevent this from happening,
you have to remove the messages entirely (At least as far as I can tell, I'm
going to try something later today to check the messages before sending them
to clients). The current known numbers/symbols that are doing fun things at
the moment are 123456789, @@@, and the >> symbol a shit ton of times. First
one hard crashes clients, second one just disconnects them, third one pauses
everyone (Unless if there's something more to it, I've had all of the three
above do those things). I'm hoping Valve can finally get their shit together
and fix this once and for all. However I think I'm still a dreamer as the
Rcon Crash is still very much there (It's reproducable on every Linux OS as
I just figured out how to do it properly.)
