Depending on the number of players you're expecting, your maxrate of 25,000 may not be sufficient. This is limiting traffic to 25KB/s per player which won't be enough for a full 32 player server and probably even 24 players. The maxrate cvar just limits the value a player can set for rate (Which specifies the maximum traffic level, not the average or anything) so there is generally no reason to have a low maxrate unless you're trying to limit bandwidth. I'd recommend setting it to at least 60,000 or removing the limit entirely.
You may want to bump up your minrate as well because a lot of people have bad/bogus rates set (2500, 9999, 10000) which will all cause bad play experiences on a full server. A minimum of 20,000 will probably be enough for the people who don't care enough to check their rate value.
