I'm just sharing my experience. I had four viaduct servers registered in one go and only three had drops. All usual dances like restarting, updating, etc changed nothing but creating new id-token pair solved the problem immediately. Since the only obvious thing I noticed was a quote in the old token so I assumed that if = is a rogue character then quote can be one as well. Won't hurt trying if nothing else works I guess.
