Barring you finding any solution to this by the time I get home from work, I'd like to try doing this on my server, see if I get the same results.
One of my community members once made a rather fun map called pl_norad, but for some reason it will crash hl2 100% of the time if you attempt to download it on the fly, via fastDL or the oldschool slow method from the gameserver. It will however, never crash if you download it manually and put it in /maps Maybe this map has a similar bug?
