This works for me (assuming I don't have multiple admin users enabled):
Ingame, open console. Type: adminlogin {password}
That should bump you up to admin level. Note with this on, if you pick a map
during map vote it will be selected no matter what anyone else pick. Just an
FYI.
To use commands in game:
Adminset Engine.AccessControl Gamepassword {password}
That would set a password on the game that users would have to enter to join
(I'm on my iPhone so I'm not 100% that specific setting is correct but I do
know it is close - adminset is correct).
I haven't spent much time looking up other commands. I'm not sure what
kick/ban/unban commands and parameters are, but I'd imagine they support
whatever is on the unreal tournament 3 server command lists.
