If you check this thread over on the KF dedicated server support forums it gives information on how to do admin commands in game:

What i do is just use shift/tab and use the browser in the Steam overlay. That way if I am in game and need to do any adminning at any time a quick shift tab gives me instant access to the full power of the web admin tool.
