RESOLVED:
Was about to wipe and reinstall when I saw another .blob file.
Deleting ClientRegistry.blob didn't fix my issued but when I did this:
mv /home/valve/tf2/InstallRecord.blob
/home/valve/tf2/InstallRecord.blob.bak
I was able to run the updater, it downloaded a dozen files or over a
few minutes and we are back up and running.
No idea what that InstallRecord.blob does but hey I was gonna reinstall
anyway so there was no harm in trying :0

Yeah if there's there is no precedent and there's nothing more
