In the end, it doesn't matter how they would implement it, as long as there is at least 1 system that handles that. Some ideas have their pros and cons but I am sure valve can work out something here.

We already have our tf_server_identity_token for registered servers (in TF at least). If adding a server to favorites would associate it with that token the server wouldn't die because of IP changes.
