Does this happen to you? I've only seen that happen when using voice detection instead of using binds. If the server is playing nicely with itself and there are no lost "ticks", everything seems to be fine.
I can't say I've compared the codecs that greatly though, packet loss or choke could be the cause for the author. Kyle.
