I agree with this post, I have disabled the steam voice codec (because it's tendency to drop conversations if you try to stop/start another one too quick) and I have turned off the allow_voice_from_file cvar. Since those two were enacted I haven't heard a lot of mic spam. Sure there are ways around it but this cuts down on a massive amount of micspam.
