I'm also agreeing with Valve on this one. Not only is there the issue of cheating to quickly acquire (tradable) cosmetic items that are likely "worth" more than the tickets themselves at this point, there is also a level of consistency in the experience that players have on the "Mann Co." servers that Valve wants to maintain and have a reasonable amount of control over.
You also cannot reasonably compare this to the *free* halloween event.
