It's some pathfinding code that is not specific to any particular game mode. However, it could be invoked in a way that only happens (or happens with much greater frequency) in MvM. The server I am investigating was one of our MvM servers, and several of our MvM servers seem to be stuck with this problem. So although there's no guarantee, I think it seems likely that it's the same problem.
