I don't know, it's really hard to say "why" your server is empty other than: there are a lot of servers and if you've just put your server up then you have to actually build a community to play there.
Putting people in your MOTD might help, or people might join, see this is a server that has rankings (and a few people are already laughably far ahead of others) and decide they don't to sit here. I don't think this is an issue at all - this is just a general "How do I get my server popular?" type of question. Which isn't bad but... I think we all grapple with this question at one time or another.
