It was, indeed. I've ran the SteamCMD a couple of times and it said everything was up to date.
Oddly enough, the problem resolved itself. I've restarted the server a couple of times while trying to figure out the correct place to put my custom maps and at the end of it, I could join just fine. Go figure. Now it's crashing when someone joins but It seems to be related to Sourcemod, so I'll seek help there.
