Had something similar happen on Valve's Mann Up servers: Someone quit and the server would only let up to 5 people join. Checking game info in game showed the server at 5/5.
Another guy left, it was down to 4/4. In the end everyone had to abandon, happened at the last wave too. I saw this happen multiple times.
