It seems to be a new steamcmd that is causing this, copying a TF2
installation from my CentOS 6.3 box (where steamcmd doesn't crash and
the update ran through fine), works.

Also, you can use the libstdc++.so.6 that is bundled with TF2, <TF2INSTALL>/bin/libstdc++.so.6 in place of the one in <STEAMCMDINSTALL>/linux32/ (I just symlinked, and it worked)
