The text in question may be in RFC 3633, section 12.1, which requires that the 
valid lifetime for the prefix in the RA must be no later than the valid 
lifetime in the IA_PD.



Ah. The full text says:

   ... the requesting router MUST
   set the valid lifetime in those advertisements to be no later than
   the valid lifetime specified in the IA_PD Prefix option.  A
   requesting router MAY use the preferred lifetime specified in the
   IA_PD Prefix option.

I think this is fine, and allows the implementation to do the sensible thing. 
You can put in a smaller time. You can use the exact lease time. You would only 
get into trouble if the PD lease times where insanely small. Fixing that 
requires the operator to notice, and cannot be fixed in IETF specifications. In 
any case, we don't have a huge amount of PD deployment yet, so additional 
practical guidance on what kind of values to use within the rules specified 
above can be useful and might have an impact on what people actually do. 
Personally, I think its rather obvious, but I could of course be missing 
something.
