from a 6to4 router perspective you have no idea. the return relays are not 
under your control.
nor are they under your ISPs control.

in the homenet context you also need border discovery for this function. as you 
really do not want to
enable it on all internal routers. (in the case of global v4 addressing).

but seriously, just remove it from the build.
