I thought that cable networks used the subscriber ID which was inserted
somewhere (option 82 was the obvious place) by the CMTS (the "modem") to
manage leases. I asked a cable operator and was told, no. If the
subscribe changes their CPE router, they get new leases in IPv4 land.
It seems, however, to me that a DHCPv6 PD server ought to therefore use
some additional DHCP identifiers to avoid the problem that you noted,
that you wind up having to allocate many prefixes to what ought to be
recognized as a single customer.
