I'm saying that the ISP might be doing service differentiation here, and
the difference is whether or not you get name server updates when your
CER is down.
On the other hand, we could define an architecture where the ISP always
is the authoritative master, and if the Internet service is down, the
homenet has to rely on mDNS only in order to print.
