Just every business does it 'the old way'. Everybody relies on stable prefixes. Runs services like DNS not routers, etc, etc. I can replicate that at home. But then when I tell other people, they can't do it. Because on a consumer lines it is just too complicated. Current state is that many home routers have all kinds of bugs. So just putting more features on a home router that often gets selected by the ISP to be as cheap as possible is just not the way to go.
