So to address this use case you'd want to say "if this is a device that 
provides services using local network multicast by default, it SHOULD NOT 
configure a GUA.   Such devices MAY configure a GUA when periodically checking 
for firmware updates, but SHOULD unconfigure the GUA as soon as the check 
completes, SHOULD randomize the check interval, and SHOULD use a temporary GUA 
address when making such connections."

Of course, we are discussing advice we should give without discussing where 
that advice might actually be given...
