When I was in TSVWG they said that there were 4 different "QoS" classes on wifi. The default is to run the routing protocol in the highest QoS class. Thus, I don't see this as a huge problem, the routing protocol should always be treated with the highest priority. I expect HNCP to be run in the same class as well.
