Thank you Prof Pizka and Ms Schmidt for the detailed responses.
Off-list someone also just pointed me to two articles on Jon
Boen's recording of the Jan Bach Horn Concerto:
   [1]http://www.polyphonic.org/article.php?id=97 and
[2]http://www.polyphonic.org/article.php?id=98 The budet for that CD,
which also included other Jan Bach works, was US$40,500 after some at
cost and freebies. As the concerto was also performed in concert, for
example, there were no rehearsal costs. The concert was recorded, but
none of that recording was used for the CD. The sources of funds were
around US$15,000 in grants, US$5,000 personal investment by the
soloist, and US$20,500 in other donations. Mr Boen apparently took on
the project as a personal quest. A three concerto project would clearly
cost more unless concert recordings could be used. Apparently, donors
with US$40,000+, a committed soloist, and someone crazy enough to
organize it all would be required. Perhaps when I retire from my day
   job...
