I believe it depends on the player, the hand or mute, and the horn. 
While the notes between f and low c may require creative fingering for 
decent intonation, I feel like I get a reasonable stopped horn sound 
with my hand all the way down to about low A. I know some players who 
are uncomfortable playing below middle c' without a brass mute.

The practicality or musicality of these low stopped notes is probably 
questionable. I would advise composers to keep stopped horn to the two 
octaves between g and g'' unless writing for a specific player, or to 
create a special effect.
