I could get lambasted for this, or praised. 
 
Judging by a photo of one, it looks as though there is a main tuning  slide 
and an F slide under the horn and a water slide on the top akin to a  
Holton 180.
 
You want to tune an 8th partial first, so if there is no Bb tuning slide  
tune the high F first with the trigger (Bb horn, open, 8th partial, top 
treble  cleff line F). Tune it with the first tuning slide, the main tuning  
slide.
 
Then once that's tuned, you can tune the F branch accordingly with the F  
tuning slide on the 3rd space Treble C (8th partial open F side). To make 
sure  this is an F tuning slide only, simply take the slide out and you should 
get a  buzz only on the F side.
 
My personal opinion is that separate Bb tuning slides are generally  
pointless so I don't typically play on one that has one and I tune the F  
side/Main accordingly if I am playing on one. 

Why? Because the main tuning slide tunes both sides of the horn, so why  
not let it tune the Bb side and the whole horn at the same time, then tune the 
F  branch of the tubing. Then you're done in one fell swoop.
 
As for the valves, tune as you normally do but starting on the 8th partial  
of each side then going to 2nd, 1st, then 2nd AND 3rd together. 
 
That's how I do it. It makes sense. It works for me.
 
(BTW, I see a lot of water slides being used as if they are tuning slides - 
 this always bothered me.)
