Without a clear statement from them that we can put them into OSM then I don't think we can use them. It is really unfortunate, but we can't risk contaminating our database with non-free information.
The only statement I can see on the first page is a citation at the top to an academic journal article but the article itself is not linked. Even if we do find the text of the article, I am afraid the article is just about putting them online, and will not actually contain a proper license statement that we could use. It sucks that this is the way it is, but that is the reason we are able to do all the things we do with our data.
