I have tried cutting it at exactly 90 degrees, etc. An HP service tech came out
and swapped all of the parts. It still won't take transparency paper. Are their
any hacks or am I out of luck?

Hi... With a sheet that wide, it's not only important to cut it straight, but
also the cut needs to be at precisely 90 degrees to the sides. The sheet will
be indexed by the front edge as it is gripped by the rollers and if it is not
cut square to the sides then the machine will read that the print may taper off
the edge as it is fed.
It also may help to size the print so that it does not fill the entire sheet
but has a border of an inch or so on the sides.
As the machine begins its feeding routine, you'll notice some little lights
travel back and forth across the width... this is what determines whether the
paper is being fed correctly or not.
