hi Aaron,
with my officejet_5610_fax this (below)
does work.

But you can not use the officejet_5610_fax
from hp-setup as a openoffice-fax-printer.

Please search for a solution to send fax out of
openoffice without open the hp-tooolbox.

In other software (capisuitefax) openoffice
show a window for the fax-phone. Thats all.
