I think moving it out is fine. But at some point you have to consider that maybe this person is trying to cause trouble. Back when I taught Statistics I used a saying: Once is happenstance, twice is coincidence, three times is enemy action. I'd move this one out, but I would also make it clear that once more and this person's shows will no longer be accepted on HPR.
