I think it would still work (unless I'm not understanding your question
properly). You'd need to put the htdig keyword ir-cg-cr (or whatever the
correct taxonomy level is) into all documents in that particular
segment. Then you'd tell htsearch to require the htdig keyword AND
whatever additional search term you need. Since the htdig keyword is
required, and because "Virginia Winter-Lambing Budget" doesn't contain it,
your search wouldn't yield that document. I've been meaning to try this
myself, but haven't had the time. But I think it should work.
