Actually, this sounds a bit like the problem reported on some other
systems without the GNU make program, where they interpret the relative
paths in includes incorrectly, and were trying to open ../CONFIG
above the source tree.  Try "gmake" if you have it on your system,
or try installing GNU make otherwise to get this to build correctly.
I suppose another option would be to simply try copying the CONFIG
file from your htdig-3.1.5 source directory to the directory above it
(..) just to keep your make program happy, but then I don't know if
there will be other problems with non-GNU make programs.
