I don't think this problem is uniquely German, but would apply to any
accented characters.  It seems to me that the locale isn't set correctly
for htsearch.  If your search form specifies a different "config"
value than "htdig", you need to add the locale attribute setting, and
any other settings relevant to htsearch, in whichever config file is used.

It may also be that the locale you've specified just doesn't work, or isn't
installed on your system.  On which OS are you running htsearch?  If it's
Linux, on which distribution?  Which locale did you select, and is there a
directory for that locale in /usr/share/locale, and is there an LC_CTYPE
file in there?  (e.g. /usr/share/locale/de_DE/LC_CTYPE for locale: de_DE)
