Ideally, you'd avoid having URLs to directories in your HTML without the
trailing "/", so you can avoid unnecessary redirects which just slow things
down. However, I realize that going through all your HTML to fix this is
not always an easy matter. It might not be a bad idea to patch the code
for local_urls handling to generate the redirect internally when it finds
a directory URL without the slash, but it may not be a trivial fix.
