RH9 have htdig-3.2.0-16.20021103.i386.rpm precompiled, why not to go there?
or
if you want to go for manual compilation at all cost:
1. download SPRMS RH9 packages, and compile them by yourself
2. (just guessing) you need libstdc++-devel-3.2.2-5.i386.rpm package as well.
