My inclination would be to only have records for those that exist, and
list them on the web site, leaving users to decide which is closest or
gives the best performance. Otherwise, we'd need to be very aware of
network topology and track its changes in order to accurately pick the
closest sites. What is closest may also depend on your ISP. For example,
I don't know if it's still the case, but a couple years ago users of
the IStar network in Winnipeg had good connectivity to the US, but poor
connectivity to other Winnipeg sites, because IStar didn't connect to
the MBnet backbone. Things like that would affect your choice of the
closest site, and would be hard to track on a global basis.
