I disagree with the link.  The software developer usually knows how to 
implement a good idea, but really good ideas come from users, artists, and 
general people.  FOSS developers usually only write for their own ideas, which 
depending upon the scope and depth of the developers experience, can be 
limited.  Real ideas don't come from just developers.

There are few gifted developers with good ideas.  This is the reason we see the 
same hash and rehash of software.  There are also hordes of ordinary developers 
waiting for someone to give them a project they have some interest in. In the 
FOSS world this means "multimedia" or a new mp3 player.

Should one expect any more than "interest" for FOSS development other than 
self.  Not really, anymore than someone commercial doing something on his/her 
own time.  However, to say that software comes from ideas of gifted developers 
misses the point of the user.  The user who brought computing out of the 
command line and into the GUI.  It's the user who alerts the developer about 
odd and bizarre "bugs".  It's the user who furthers the creation of intuitive 
software.

Most new and innovative software I've seen in the last 7 years has been the 
result of commercial development (commercial FOSS or proprietary development).  
Those ideas came from a need within the user community and a company willing to 
meet the demand.

Innovative software might be software that can look at a photo of an elephant, 
a toy elephant, a child's picture of an elephant, a pink elephant, or a cartoon 
elephant and can still identify and pick it out of a photo or a collection of 
animals.  For this task we are still using humans.
