31.5Hz only 5 dB separates the threshold from audible pickup of Wind
Turbine noise at that frequency. Not much more than a doubling of
sensitivity to that would make it audible but is considered in the
report to be not average capability- so "allright then"?
Now this is for WindTurbines , not hum -where the levels are likely to
be different across the spectrum and in level, but it highlights to me
the way the non average are forgotten when it comes to assessing
impact on the general public at large.

In this comparison table, where the difference is positive, that is up
to about 31.5
– 40Hz, the wind turbine sound is not audible to the "average
person" [my added quotes] .
The low infrasound frequencies are well below the hearing threshold.
