most hurdy gurdies -in what ever key they are tuned to - have a C/G  
keyboard setting:

The "diatonic" (lower) row of keys is in C but starts at the G. The F  
sharp is therefore in the upper row of keys (all sharps and flats are  
in priciple in the same positions as on the piano keyboard).

In the second octave of the keyboard the space for the keys is a bit  
limited. On the traditional french instrument the solution is to  
remove the F key from the second octave: the space is more a problem  
in the diatonic row with its normally seven keys.
On these instruments there is acctually only an F sharp key but in  
many cases it gets tuned down to F (makes 23 keys).
On modern designs there usually are all 24 keys, and they are usually  
set up as described. Sometimes keyboards are built which still are set  
up like the piano but start with other open strings like C or F or E.
The traditional G/D and A/E instruments are effectively transposing  
instruments using the same setup as the C/G instrument but with other  
pitches (D or E instead of the G).
